cyst under second metatarsil

had this twelve years ago..every doctor scraped away callous every month and gave me orthotics..finally found a doctor that performed surgery and removed the cyst with great success but he was very far away...haven't needed a doctor since..it is now back and went to another doctor today that also did the scraping and orthotic route..i begged him to perform the surgery and he told me no..why won't the average podiatrist perform this simple extraction? this doctor today is a surgeon that flat out refused...said the cyst will never go away but if i can get a few years out of it i would be happy...any advice?
